The audit was conducted on Friday, 4 November 2022.

Background

In the summer of 2021, Esso discontinued refinery activity at Slagentangen. The installation will continue as a fuel terminal.

Objective

The objective of the audit was to confirm that Esso Slagentangen meets the requirements for robust emergency preparedness, comprising capacity and competence, including requirements for the performance of training and drills, notwithstanding this being a phase in which the industrial installation is restructuring much of its operations.

Result

Three regulatory non-conformities were identified during the audit. These concerned:

  • Marking and signage of escape routes to the mustering station in the factory area
  • Fire equipment cabinets were mislabelled and some lacked a contents list and equipment
  • Missing emergency lighting in the outdoor area

Furthermore, one improvement point was identified related to firefighter clothing and maintenance, repair, replacement and verification.

What happens now?

We have asked Esso to report on how the non-conformities will be addressed. We have also requested an assessment of the improvement point identified. The deadline for this is set at 21 December 2022.
