Odfjell Drilling has applied for an Acknowledgement of Compliance for the Deepsea Aberdeen mobile drilling facility.

In connection with an AoC application, the PSA conducts audits within selected specialist domains.

From 15 to 17 December 2020, we carried out an audit of Odfjell Drilling in the domains of structural safety and maritime systems for Deepsea Aberdeen. During the audit, the facility was in the process of being prepared for operation on the NCS.

Objective

The objective of the audit was to verify, through presentations, discussions and spot checks, that Odfjell Drilling is safeguarding structural safety and maritime systems (stability, watertight and weathertight integrity, ballast systems and waves in deck) in accordance with the regulatory requirements.

Result

One non-conformity was identified, relating to aeration manifolds for ballast tanks.

In addition, nine improvement points were identified, relating to:

  • Level sounding in ballast tanks
  • Seawater pipes in double bottom
  • Sea chest valve indication
  • Activities during temporary conditions and survival condition
  • Recovery after damage
  • Wave-in-deck limit curves
  • Fatigue analyses
  • New blisters
  • Cutouts in deck structure

What happens next?

We have asked Odfjell Drilling to report on how the non-conformity will be addressed. We have also asked for an assessment of the improvement points observed. The reply deadline is set at 3 February 2021.

Before we issue an AoC, the company must have corrected all known safety-critical non-conformities, and the facility must have been issued with maritime certificates from the appropriate flag state.
