The audit was conducted from 12 to 18 February 2021, in collaboration with the Norwegian Maritime Directorate and the Norwegian Directorate for Civil Protection (DSB).

Objective

The objective of the audit was to monitor that Seadrill is complying with relevant regulatory requirements pertaining to electrical facilities and technical safety. It was also verified whether technical safety systems are being operated and maintained so as to fulfil their designated functions.

Result

During the audit, five new non-conformities were detected, concerning:

  • The AoC application and non-conformity handling
  • Barrier management
  • Risk reduction
  • Information
  • Use of temporary equipment

No improvement points were identified.

Follow-up of previous audits

During the audit, we also verified how Seadrill has addressed non-conformities that were identified when we processed the company’s application for an Acknowledgement of Compliance (AoC) for West Mira.

We found that the following non-conformities had not been rectified in line with the company's previous response to us:

  • Non-conformity concerning performance standards
  • Non-conformity concerning electrotechnical system analyses
  • Non-conformity concerning overpressure ventilation and ignition source decoupling
  • Non-conformity concerning deficiencies in the high voltage installation room
  • Non-conformity concerning electrical facilities – technical conditions
  • Non-conformity concerning technical conditions within technical safety
  • Non-conformity concerning work in and operation of electrical installations
  • Non-conformity concerning familiarisation and training

What happens now?

We have asked Seadrill for a report on how these non-conformities will be addressed. The deadline for this is set at 26 May 2021.

Note: This audit was an important basis for orders and decision on a coercive fine given to Seadrill in March.
