The audit was conducted from 25 March to 23 April 2021, prior to us granting Equinor consent to use Martin Linge.
The audit comprised the fields of process safety, technical safety, safety instrumented systems and electrical facilities.
Objective
The objective of the audit was to assess how Equinor has ensured compliance with regulatory requirements, recognised standards and own requirements relating to major accident risk in the completion and preparation for operation of the Martin Linge A and Martin Linge B (FSO) facilities, so as to give us a good basis for assessing the company's application for consent to use Martin Linge.
Result
Three regulatory non-conformities were identified as well as two matters that are categorised as improvement points.
The non-conformities included:
- Deficiencies in the cooling system for the emergency generator room
- Defective design of alarm texts in electrical control system
- Deficiencies in fixed firefighting facilities
The improvement points included:
- High failure rate of emergency lights
- Fault in self-closing doors in fire divisions
What happens now?
We have asked Equinor to report by 27 August 2021 on how the non-conformities will be addressed and for their assessment of the improvement points observed.
