Background

White Paper No. 12 (2017–2018) concerning health and safety in the petroleum industry prescribes more intensive supervision of vessel activity on the continental shelf, within the framework of the Petroleum Act.

Lifting for disassembly is a vessel activity identified as having major accident potential and hence a relevant subject for auditing.

Objective

The objective of the audit was to verify that the planning and implementation of the removal complied with requirements in the HSE regulations.

Result

No regulatory non-conformities were identified during the audit.

Three improvement points were identified, relating to:

  • Criteria for operation start-up
  • Use of alternative norm for lifting points
  • Follow-up of competence of personnel involved in lifting operations
  • Follow-up of fabrication

What happens now?

We have asked COPSAS for its assessment of the improvement points observed. The reply deadline is set at 19 May 2021.
