Seadrill has applied for an Acknowledgement of Compliance (AoC) for the West Bollsta mobile facility.

In connection with an AoC application, the PSA conducts audits within selected specialist domains.

From 27 to 29 November 2019, we carried out an audit of Seadrill and West Bollsta focused on the domains of electrical facilities, technical safety and maintenance management.

During the audit, the facility was in the process of being prepared for operation on the NCS. The facility will be owned and operated by Seadrill Europe Management AS (Seadrill). West Bollsta is a semi-submersible facility of the Moss CS60 design.

Background

The audit covered verification of:

  • Seadrill’s management system (work processes, procedures, systems etc.) used for its own follow-up of relevant specialist domains, planning and execution of internal audits, follow-up of findings from internal audits, non-conformity handling and other relevant activities.
  • Competence and training of personnel – plans and status.
  • Status of maintenance management, preservation and activation of maintenance programmes for the facility.
  • Follow-up of technical, operational and organisational barrier elements within electrical facilities and technical safety.

Objective

The objective of the audit was to verify the technical condition and relevant parts of the management system in order to monitor fulfilment of requirements in the petroleum regulations.

Result

Seven non-conformities were identified concerning:

  • The AoC application and associated documentation
  • Electrotechnical system analyses
  • Low voltage switchboards
  • High voltage installation
  • Electrical facilities – technical conditions
  • Maintenance management
  • Internal auditing of the project

In addition, five improvement points were identified in connection with:

  • The maintenance management system
  • Smoke detection
  • Pressurized areas
  • Protection of sensitive electronics
  • Responsible person for the electrical facilities – involvement and follow-up

What happens next?

Seadrill has been given a deadline of 7 February 2020 to report on how the non-conformities and improvement points will be addressed.

For us to issue an AoC, all known safety-critical non-conformities must be rectified and the facility must have been issued with maritime certificates from the relevant flag state.
