From 26 February 2018 to 22 March 2018, we carried out an audit of Point Resources, and how the company is safeguarding and ensuring compliance with requirements relating to major accident risk, including the company's processes for risk, barrier and maintenance management, on the Jotun A facility.

Objective

The objective of the audit was to assess how Point Resources ensures compliance with the authorities' and their own requirements for managing major accident risk, barriers and maintenance on the Jotun A facility.

Result

Our audit showed that Point Resources needs to focus attention on the development, implementation and follow-up of the company's processes relating to major accidents and the relationship between risk, barrier and maintenance management. This is based on the non-conformities, improvement points and comments in the report.

In the audit, we identified non-conformities relating to barrier management, decision support, risk analyses, maintenance and the management of maintenance, classification, the maintenance programme, tagging, maintenance of Ex equipment and follow-up of maintenance effectiveness.

We also identified improvement points concerning documentation of the impact of automatic water deluge in the event of confirmed gas detection, penetrations in fire walls, the emergency shutdown system, and planning and prioritisation.

We have asked Point Resources to notify us by 15 August 2018 of how the non-conformities will be addressed, and of their assessment of the improvement points we have observed.
