From 21-24 March 2017, we carried out an audit of Statoil's management of emergency preparedness, logistics and employee participation at Troll C.
In this audit, we focused attention in particular on how risk is assessed both individually and in combination in advance of decisions, and on how the measures adopted safeguard requirements for emergency preparedness, logistics and the working environment in both the short and long terms.
The audit is founded on our main theme for 2017 – "Reversing the trend" – and in particular on its pillar of multipartite cooperation, i.e. social dialogue. Productive social dialogue should help elucidate matters of importance for safety and the working environment, and hence yield more robust solutions.
The audit revealed regulatory non-conformities relating to:
- Emergency preparedness analyses
- System for training the emergency preparedness organisation offshore
- Safety in MOB operations
- Helicopter deck
- Follow-up of non-conformities in logistics
- Safety marking and user manuals for lifting equipment
- Follow-up and maintenance of lifting equipment
- User instruction and training in cranes and lifting
- The safety service
In addition, improvement points were identified in connection with:
- Signage and marking
- Maintenance of emergency preparedness equipment
- Emergency preparedness manning, competence and documentation
- Coordinating working environment committee (K-AMU) for the Troll field
- Troll C working environment committee
- Follow-up of chemicals and exposure conditions
Statoil been given a deadline of 22 May 2017 to report on how the non-conformities will be addressed and how the improvement points will be assessed.
