From 13 to 15 June 2017, we carried out an audit of the management of working environment risk and arrangements for employee participation at Statoil's onshore facility at Mongstad in Hordaland county.

Objective

The objective of the audit was to verify whether Statoil's management of working environment risk and arrangements for genuine employee participation complied with the regulatory requirements.

Result

The audit identified nine non-conformities. These related to the working environment committee, the communication of OHAS data to safety representatives, non-conformity handling of working environment observations, area noise requirements, noise measures implemented, noise exposure measurements, benzene exposure, painting and sandblasting hall and prefabrication workshop insulation.

Four improvement points were also identified. These concerned noise conditions in the fabrication hall, time for discharging the safety representatives' functions, cooperation between Statoil's and the suppliers' safety representative services and inconsistent requirements in Statoil's governing documents.

We have asked Statoil to respond by 18 September 2017 concerning how the non-conformities will be addressed and for an assessment of the identified improvement points.
