Objective
The purpose of the audit of cranes, lifting and scaffolding was to monitor the company in advance of a major turnaround; inspect the company's administration and management of materials handling, and the technical condition of lifting equipment and lifting operations at HLNG; and to verify that Statoil's maintenance management complies with the company's own and statutory requirements.
The purpose of the audit of the working environment was to monitor Statoil's and selected contractors' management systems and practice for regular working environment mapping and follow-up of working environment risk for their own employees; assess how Statoil arranges the sharing of working environment data with other contractors at the plant; evaluate the effect of previous audits to identify and follow up particularly at-risk groups at HLNG; and examine how Statoil has organised OHAS representation and employee participation for its own and contractors' personnel.
Result
Non-conformities were identified relating to access and materials handling, scaffolding, maintenance and own control of loading arms, chemical working environment and benzene exposure.
In addition, improvement points were identified relating to planning, supervisory responsibility, arrangements for working at height, training, lifting equipment, lifting operations and the safety representative service.
Statoil has been given a deadline of 19 May 2017 to report on how the non-conformities and improvement points will be dealt with.
