Objective

The purpose of the audit was to investigate whether the alarm systems at Mongstad gave the panel operators the necessary support in handling the processing facility during normal operations, during interruptions and in the event of incidents, measured against the relevant company and statutory requirements.

An audit was also carried out of Statoil's mapping and follow-up of the physical working conditions in the control room, including factors relating to noise, ventilation, ergonomics and the design of man-machine interfaces.

Result

The audit identified three non-conformities in respect of the regulations. These were in connection with:

  • Alarm loads for operators in the control room
  • Mapping of psychosocial conditions and human factors in the control room
  • Noise conditions in the control room.

In addition, two improvement points were identified relating to:

  • The central control room personnel's use of Synergi
  • Deficiencies in the management of competence.

Statoil has been given a deadline of 25 June 2016 to report on how the non-conformities and improvement points will be dealt with.

The audit also comprised an assessment of instruction and training, and the workload of and psychosocial conditions for the panel operators.
