From 13 to 19 November 2015, we conducted an audit of Rowan and their systems and practices for identifying and following up potentially at-risk groups. We also audited work tasks undertaken during a plugging operation in the drilling and wells domain. The audit also looked at how ConocoPhillips ensures a proper working environment for its contractors.

Objective

The objective of the audit was to verify Rowan’s systems and practices for following up working environment risk. The audit placed an emphasis on work on the drill floor, not least the working environment in the mud processing area. Plans in respect of milling and swarf handling, as well as work on wellheads and Christmas trees, were also part of the audit. The aim was also to verify whether arrangements for employee participation and the safety service were being implemented in accordance with the regulations.

Result

Two non-conformities were identified in connection with:

  • Risk assessment of the milling operation
  • Barriers

In addition, six improvement points were identified in connection with:

  • Employee participation
  • Noise exposure
  • Measures in the working environment area
  • Return lines for the milling mud
  • Maintenance of safety-critical equipment
  • Access

What happens next?

The audit report contains two non-conformities and six improvement points, of which one non-conformity relates to ConocoPhillips. This concerns item 4.1.1. Risk assessment of the milling operation. The milling operation is an activity linked to how the well operation is planned. These plans are developed by ConocoPhillips and we consequently believe that ConocoPhillips is responsible for this risk assessment. The remaining non-conformity and the improvement points concern Rowan Norway.

We have asked the companies to report on how the non-conformities will be addressed and for their assessment of the improvement points observed.
