Transocean Encourage is a semi-submersible CAT D rig, classified by DNV GL and owned and operated by Transocean.

Decision

Our decision is based on the information provided in the AoC application concerning the technical condition of the facility and the applicant's organisation and management system, as well as the authorities' verifications and other case processing.

The validity of the Acknowledgement of Compliance assumes that Transocean ensures that the facility and relevant parts of the company’s organisation and management systems are maintained so as to fulfil the terms and conditions set out in the PSA’s decision.

Audits in connection with the AoC application

The facility first received an AoC in 2016. Its name was then Songa Encourage, and it was owned and operated by Songa Offshore.

At that time, the PSA carried out audits of a number of selected domains. The audits carried out in respect of the AoCs for the first two CAT D rigs, Songa Equinox and Songa Endurance, also formed part of the AoC case processing. (The reports are attached).

When Transocean acquired Songa Offshore in 2018, the company applied for a new AoC for Songa Encourage. The company has changed the facility’s name to Transocean Encourage and implemented Transocean’s management system, as described in the new AoC application. The PSA has monitored this process through meetings and a separate audit of the integration between Transocean and Songa.
