§ 58 Living quarters

The living quarters' furnishings and capacity shall ensure a prudent residential environment and be adapted to the various functions that shall be safeguarded, and the anticipated personnel needs in the various phases of the petroleum activities.
Cabins shall be designed such that personnel cannot be locked in in a situation of hazard and accident and such that rescue personnel can get access to the cabin to search for missing persons.
The living quarters shall be equipped and furnished to maintain an adequate standard of hygiene.
Emergency quarters on simpler facilities shall be adapted to the greatest personnel need. The same safety and hygiene requirements are set for simpler facilities with emergency quarters as for living quarters. A simpler comfort and working environment standard may be permitted in the design of emergency quarters than that which applies to the design of living quarters, if it can be shown by own assessments that this is prudent based on the intended use of the emergency quarters.

In order to fulfil the requirements relating to living quarters as mentioned in the first subsection, the standards NORSOK C-001, C-002, S-001 and S-002 should be used with the following additions:
  1. The capacity requirement as mentioned in the first subsection, means that the living quarters shall be dimensioned with sufficient margins to avoid bed scarcity during peak manning levels and so that there is no need for two persons to share an individual cabin unless the conditions in Section 19 of the Activities Regulations concerning accommodation and cabin sharing are fulfilled,
  2. The living quarters should be designed so that personnel can sleep undisturbed and be assured of satisfactory restitution.
For mobile facilities that are registered in a national ship register, Sections 6, 7, 8, 12, 13, 14, 15, 17 and 18 of the Norwegian Maritime Authority's Regulations relating to construction and setup of the living quarters on mobile facilities (in Norwegian only) can be used as alternatives to the standards NORSOK C-001 and C-002 for the specific conditions covered in the individual regulatory provision. See the first paragraph for the conditions that are not covered.
The requirements as mentioned in the first subsection, also apply to simpler facilities with accommodation, but consideration can be given to whether
  1. the dining hall should be included in the total recreation area,
  2. adaptation of kitchen and washing-up areas should be in proportion to the need on the facility,
  3. the laundry room can be omitted,
  4. the dedicated health department can be omitted.
If a dedicated health department is omitted, there should be adequate area and equipment on the facility to cover the need for first aid until the helicopter arrives.
The standard of hygiene as mentioned in the third subsection, should particularly be maintained in cabins, day rooms, the health department and areas where food is stored, prepared and served, cf. Section 61 and Section 14 of the Activities Regulations.
For facilities where no permanent manning is planned, consideration should be given to whether facilities with living quarters or simpler facilities should be built. These evaluations should at least include
  1. anticipated scope of work and work organisation,
  2. risk related to transport. stay on and evacuation from the facility,
  3. working environment aspects,
  4. need for restitution and rest,
  5. hygienic conditions.
With the intended use of emergency quarters as mentioned in the fourth subsection, it is meant use of the quarters for normal work on the facility and for unforeseen needs to stay overnight.
