§ 4 Choice of development concept

When choosing a development concept, the following shall be considered:
  1. major accident risk,
  2. type of operation,
  3. risk of pollution,
  4. geographical location,
  5. location conditions,
  6. reservoir properties,
  7. regularity requirements,
  8. lifetime,
  9. any subsequent removal,
  10. need to develop new technology.

The following should be taken into account when choosing a development concept:
  1. Important risk contributors, cf. Section 4 and 17 of the Management Regulations,
  2. Organisation, staffing, maintenance, transport solution, working environment, any manned underwater operations,
  3. Operational discharges and emissions, cf. Sections 4 and 17 of the Management Regulations and applicable objectives (cf. Storting White Paper 25 (2002-2003) The Government's environmental policy and the state of the environment in Norway) relating to reduction of emissions and discharges,
  4. Infrastructure, other fields and facilities, distance to land and bases, fishery activities and shipping lanes,
  5. Route, sea depth, seabed conditions, wave height, wind and other natural conditions,
  6. Recovery rate, pressure, temperature, oil or gas, corrosiveness and shallow gas,
  7. Delivery obligations and economy,
  8. Flexibility and expected changes in operating conditions, as well as future use,
  9. Removal and reuse.
The need to qualify new technology should also be taken into account, cf. Section 9.
