Our findings in the audit are serious, not least based on previously implemented activities targeting Stena. This notification of order relates to the company's management system and thus comprises the company's activities on the Norwegian shelf with both the Stena Dee and the Stena Don.
Stena has previously secured our Acknowledgement of Compliance (AoC) for the Stena Dee and Stena Don facilities.
The AoC is a statement issued by the Petroleum Safety Authority Norway (PSA) confirming that a mobile drilling installation's technical condition, shipowner's organization and management system have been evaluated and are considered to be in compliance with relevant regulatory requirements for the petroleum activities, ref. guidelines to Section 17 of the Framework Regulations.
The shipowner is responsible for maintaining an AoC, in other words, the company is responsible for ensuring that all elements comprised by an AoC are in compliance with the regulations.
Following our audit on the Stena Dee, it is our opinion that Stena has not sufficiently met the terms and conditions for the Acknowledgement of Compliance in the field of HSE management.
We have issued a notification of order to the company.
We have asked Stena to submit any comments concerning the notification by 20 January 2006.
