Background for the audit
The Petroleum Safety Authority Norway is to set the standards for and follow up to ensure that the players in the petroleum activities maintain a high level of quality in the fields of health, safety, environment and emergency preparedness, and through this, also help to create the greatest possible values for the Norwegian society.
The PSA shall also contribute to reducing the risk level in the petroleum activities by following up to ensure that the players facilitate technical and operational integrity in the activities.
The Norwegian authorities are obliged to carry out annual checks to ensure that the requirements of the major accident regulations are observed. This audit is based on the major accident regulations, where the objective is to prevent major accidents involving dangerous chemicals, as well as to contain the consequences a potential major accident could have on human beings, the environment and material assets.

Purpose of the audit
The purpose of the audit was to evaluate whether the enterprise has sufficient control over factors related to the risk of major accidents, including training/competence, mechanical integrity, technical changes and operational procedures.

Based on the audit report, we have issued the following notification of order to Gassco, ref. provisional regulations of 19 December 2003 relating to safety and working environment for certain petroleum faciliti es on land, etc. (provisional regulations), Section 51:
"Pursuant to Section 24 of the provisional regulations, cf. Section 10 of the major accident regulations, Gassco is ordered to update the Safety Report as described in Section 9 of the major accident regulations by the end of 2005. Gassco is also ordered to introduce the necessary systems so that the safety report is updated in accordance with the major accident regulations in the future, cf. Appendix III of the major accident regulations."
"Pursuant to Section 24 of the provisional regulations, cf. Section 12 of the major accident regulations, Gassco is ordered to introduce the necessary systems so that information provided to the public is reviewed as needed, or at least every third year."
