The publication will be officially launched in connection with the ONS exhibition and conference in Stavanger, and copies will be distributed at the authorities' stand in Hall F-615.
Can we measure risk? What is high risk and what is low risk? How do we measure risk over time? These are just some of the questions discussed in the PSA's new publication.
A pilot project conducted in 2000, which was the forerunner of the RNNS project, highlighted the fact that there were a great many different perceptions of the risk scenario as regards HSE.
Employers claimed that operations on the Norwegian shelf had never been as safe, while the employees felt that the trend was going in the wrong direction, based in part on specific observations and in part on a difficult to define "gut feeling".
These very different perceptions of risk and risk levels were unacceptable, and underlined the need for a comprehensive mapping of the risk level in the petroleum activities. The 2000 pilot project was followed by Phase 2 of the RNNS project in 2001. Since then, a comprehensive RNNS report has been presented every spring, most recently in April 2004. (Link)
The "Risk" publication provides an overview of key issues linked to risk assessment and management. The 2004 RNNS report also defines key commitment areas in the field of HSE: gas leaks, well kicks, helicopter transport and noise.
