Order issued to Statoil following lifting incident at Troll C

14.07.2010 | The PSA has issued an order to Statoil Petroleum AS (Statoil) following the incident on 9 May 2009 at the Troll C facility, where a person was injured in a lifting operation.

During a lifting operation at the Troll C facility on 9 May 2009, a deck worker was caught between a container hanging from a crane hook and a row of containers on the cargo deck.

The injured was taken to Haukeland hospital by helicopter, where fractures and minor internal bleeding was found.

Under marginally different circumstances, this incident could have had fatal consequences.

The PSA's investigation of the incident has identified several nonconformities from the regulations. On this basis, a notification of order was issued to Statoil.

In line with the notification, the PSA has now issued the following order to Statoil:
Pursuant to Section 4-2 (2), litra b of the Working Environment Act, cf. Section 18-6 (1) of the same act relating to orders and other individual decisions, Statoil is ordered to review its routines to ensure suitable participation in hazardous operations.

The deadline for complying with the order is set at 1 October 2010. We must be notified when the order has been complied with.

Order and notification of order
An order is a administrative decision made pursuant to the regulations.

Before the PSA makes an order, it usually issues a notification of order to the companies concerned.

A notification of order is neither a measure nor a warning of sanctions, but part of the PSA’s administrative process as specified in its established procedural rules.

The notification is merely a first step before an administrative decision is made.
