Order issued to ConocoPhillips following audit of technical safety

During the period 20-23 November 2006, the Petroleum Safety Authority Norway (PSA) conducted an audit of ConocoPhillips Scandinavia AS (COPSAS). The audit targeted parts of the technical safety, safety, control and electrical systems disciplines on Eldfisk and Embla.

The audit activity revealed several nonconformities in relation to the regulations, and a notification of order was issued for deficient safety systems and inadequate implementation of maintenance activities.

We have now issued an order to COPSAS in line with the previous notification. The order reads as follows:

Pursuant to Section 58 of the Framework Regulations relating to individual decisions, cf. Regulations relating to safety and communication systems on facilities in the petroleum activities, Section 16 relating to general safety systems, Regulations relating to explosion and fire protection of facilities in the petroleum activities, Chapter IV-3 relating to requirement for passive fire protection and Chapter IV-6 relating to firefighting and Section 23 of the Activities Regulations relating to use of facilities; ConocoPhillips Skandinavia AS is hereby ordered to ensure that, ref. Chapters 5.1.1 and 5.1.2 of the report:

  • Safety systems are always functional and are monitored and kept under control.

  • In connection with planning and prioritization of maintenance, provisions are made to correct or compensate for lacking or impaired barriers.

  • To give an account of the causes of our observations, and ensure that the elements noted are brought into compliance with regulatory requirements.


The deadline for submitting a binding plan with deadlines for compliance with the order is fixed at 14 February 2007.
