Background for the audit
The Bredford Dolphin is a Semisub Aker H-3 type facility. The Bredford Dolphin has been operating on the British shelf, and applied for an (link)on 8 June 2006.
The plan is to use the facility for activities on the Norwegian continental shelf under a three-year contract with a consortium composed of Det Norske Oljeselskap AS, Pertra AS, Revus Energy ASA, BG Norge Ltd, Endeavour Norge AS, Lundin Norway AS and Marathon Petroleum Norge AS.
Since the fourth quarter of 2006, the Bredford Dolphin has been in the shipyard for extensive upgrades and implementation of its five-year main classification.
Purpose of the audit
The purpose of the audit was to verify that Dolphin's process for measuring compliance and technical working environment factors on board the Bredford Dolphin are in conformity with regulatory requirements. The audit was conducted on the basis of information received from Dolphin in connection with the AoC application, as well as in meetings between the PSA and Dolphin.
Result of the audit
During the audit, extensive modification and upgrade work was in still in progress on board the facility. This meant that several verification areas were incomplete and there was only limited opportunity to obtain a comprehensive impression of the working environment conditions on board.
We uncovered three nonconformities in relation to regulatory requirements and one improvement item. The drilling contractor had not previously recorded these issues in its nonconformity lists, nor had it informed the authorities or applied for an exception.
We identified deficiencies in Dolphin's process for measuring compliance, including lack of verifications, analyses and assessments of certain working environment factors. Measurement of compliance includes identifying compliance and potential nonconformities in relation to regulatory requirements. This forms the basis for parts of the AoC application which, at this time, appears to be deficient in this area.
