Audit of how working environment and technical safety are followed up on Navion Saga

During the period 24-25 August 2006, the Petroleum Safety Authority Norway (PSA) conducted an audit of follow-up of the working environment and technical safety on the Navion Saga, which will be used on the Volve field.

The audit was carried out while the Navion Saga (see photo) was at the quay in La Coruna in Spain. As an introduction to this audit activity, a meeting was held with personnel from Statoil, Teekay Norway AS (Teekay) and OSM Offshore AS (OSM) in Teekay's offices on 9 August 2006.

Background for the audit

The background for the audit is that the Navion Saga facility will be used as a storage vessel on Volve when this field comes on stream in 2007.

Purpose of the audit

The purpose of this audit activity was to verify the status of working environment and technical safety factors in relation to regulatory requirements.

We assessed the quality of the working environment surveys that had been done and examined factors related to working environment and technical safety where Statoil and Teekay wanted to apply for exceptions from the regulatory requirements.

Result of the audit

The working environment conditions on board Navion Saga largely seem good. The working environment surveys that have been conducted are basically of good quality and cover most of the working environment factors. The reports indicate areas where there are nonconformities in relation to applicable requirements.

Improvements are planned to close most of these nonconformities when the ship goes into the workshop in Spain in October/November 2006. The greatest working environment challenges are linked to reducing the noise level in the work and recreation areas on board the ship so as to reduce noise exposure for the personnel on board.

This is a recognized problem and comprehensive measures have been planned to safeguard the regulatory requirements in this area. It is very important that all identified noise reduction measures are implemented and carefully followed up to ensure acceptable noise conditions on board.

The challenges in the area of technical safety are related to modifications that must be made in the emergency generator room to ensure regulatory compliance. There is no separate duct installed for combustion air to the generator here, and a fixed fire extinguishing system is also lacking.

The audit did not uncover any other nonconformities in relation to regulatory requirements for fire fighting systems.

A positive observation was the fact that the ship will be equipped with new emergency shutdown systems and fire and gas detection systems during its stay at the shipyard in October/November 2006.
