Audit of fabrication of Oseberg Delta pipelines

During the period 8 December 2006 to 24 April 2007, the Petroleum Safety Authority Norway conducted an audit of how Norsk Hydro Produksjon AS manages the fabrication of the pipelines to be used on Oseberg Delta. No regulatory nonconformities were identified during the audit.

About Oseberg Delta
The gas and condensate field Oseberg Delta is located about 150 km west of Bergen and 8.5 km southwest of the Oseberg field center. The water depth at this location is 102 m.

Oseberg Delta is being developed with a subsea installation with four well slots. It will be tied in to the Oseberg D facility at the Oseberg field center by means of two pipelines.

Planned start-up of production from Oseberg Delta is 1 October 2007.

Background for the audit
A central priority in our HSE follow-up is to make sure that the players follow up the technical condition of the facilities. In this context, it is important that we ensure that factors which may affect the integrity of the pipelines throughout their lifetime are safeguarded in the design and fabrication phases.

Purpose of the audit
The purpose of the audit was to follow up to ensure that the fabrication of the pipelines is planned and implemented in accordance with applicable regulations and recognized norms. Another objective was to verify the operator's system for following up suppliers, and to ensure that the management systems provide for transfer of experience.

Result of the audit
Our main impression is that compliance with both regulatory requirements and the project's own requirements established in connection with fabrication of the Oseberg Delta pipelines has been safeguarded in a satisfactory manner.

There were no nonconformities identified in this audit activity, but we did find one area where there is potential for improvement. This area relates to deficient use of relevant performance indicators to ensure continuous improvement.
