AoC verfication, Transocean Leader (Working environment and health conditions)

The verification comprised the physical/technical working environment and health conditions on Transocean. The Petroleum Safety Authority Norway (PSA) and the Norwegian Board of Health in Rogaland participated in the verification, which was conducted while the installation was moored in Ølensvåg, 28 and 29 April 2004


Background for the audit

The activity was part of the PSA's processing of Transocean's application for an Acknowledgement of Compliance (AoC) for the installation. The Norwegian Board of Health in Rogaland assisted the PSA with this processing.

Purpose of the audit

The purpose of the activity was to verify that health conditions and physical/technical working environment conditions on Transocean Leader are in compliance with the regulatory provisions.

Result of the audit

Transocean has identified many non-conformances in the working environment area on the installation. Our main impression is nevertheless that work is ongoing to improve the physical/technical working environment conditions and health conditions on the installation.

Three new non-conformances were identified during the verification. In addition, supplementary and in part new information was provided on measures related to some of the non-conformances identified by Transocean. The non-conformance list is in some cases deficient in its description of planned measures.

In addition, some observations were made that were classified as improvement potential.

The installation is manned with both British and Norwegian crew members. This entails a major challenge, particularly in operations where oral communication is important, for example in crane and lifting operations and in drilling operations. Transocean must implement the necessary measures to ensure that safety is attended to with this crew.

As regards good solutions for the working environment and safety, we can mention that the windows in the arches in the derrick have been designed so that they can be opened and cleaned from the inside. Access to the BOP was improved using platforms at various levels. Both of these measures contribute to reduced use of a manrider.
