Company executives will be helped by the PSA to work on reducing the risk of major incidents. Initiatives and decisions taken by managements significantly affect frame conditions for such events.

Preventing major accidents from taking place is a crucial objective.

Both the design of facilities and plants, the choice of technical solutions with good inherent safety characteristics and the choice of effective barriers are included in the measures to prevent undesirable incidents. 

Therefore, the PSA will check that goals and evaluation criteria are being developed and the results followed up.

Managements must secure enough expertise and capacity to execute activities in an acceptable manner.

They also have to take initiatives which encourage relevant learning and development when activities are planned and executed.

In addition, the PSA will check the way companies learn from incidents and their own supervision.

The agency will specifi cally audit risk comprehension at new and small operators and shipping companies. And it will give weight to the compliance responsibility of licensees and their role as agenda setters.
