Order issued following investigation of work accident at the Sture terminal

The Petroleum Safety Authority Norway (PSA) has issued Statoil with an order after investigating an incident at the Sture terminal in western Norway on 12 October 2016, when five people were exposed to hydrogen sulphide (H2S) gas.


This incident occurred in connection with work on an H2S reactor in the treatment plant for oily water at Sture.

The subsequent PSA investigation identified several serious breaches of the regulations.

On the basis of its findings from the investigation, the PSA gave operator company Statoil notice of an order.

In accordance with its notice, the PSA has issued the following order to Statoil:
Pursuant to section 69 of the framework regulations on administrative decisions, see sections 4, 5 and 6 of the management regulations on risk reduction, barriers and management of health, safety and the environment respectively, we order Statoil to take the necessary measures to ensure that activities which could expose personnel to harmful concentrations of H2S or other noxious substances at Sture can be conducted in an acceptable manner. See section 5.1.1 of the report. The effect of the measures must be verified.

The deadline for complying with this order is 1 June 2017. The PSA must be notified when the order has been complied with.

Explanation of the terms “order” and “notice of order”

An order is an administrative decision made pursuant to the regulations. Before the PSA issues an order, it generally sends a "notice of order" to the affected companies.

A notice of order is neither an instrument nor a notice of sanctions, but a step in the PSA’s administrative process in which it requests the party to assess the factual basis. The notice is only a first step before an administrative decision is made.

An order is a strongly preventive instrument which is legally binding on the recipient.
