Guidelines

The purpose with a guideline is to demonstrate how provisions in the regulations can be met.

The guidelines are not legally binding, but the regulations and the guidelines have to be applied together to gain the best possible interpretation of the provisions and how they are to be met.

In addition the guidelines are used to give information of the legislation.
