Requirement for an overall assessment of means of evacuation - feedback regarding notification of order

In April of this year, the Petroleum Safety Authority Norway (PSA) issued a notification of order to 22 operators and shipping companies relating to carrying out an overall assessment of means of evacuation and establishing a action plan to remedy any deficiencies. All the companies have now provided the necessary confirmation, and there are no longer grounds for an order.


The regulatory requirements (Section 68 of the Activities Regulations) stipulate the capability to quickly and efficiently evacuate personnel on the facilities at all times, and further that available means of evacuation is a central precondition for complying with Section 8 of the Framework Regulations relating to prudent petroleum activities.

In July of 2009, the PSA asked the operating companies and shipping companies to prioritise the work associated with the use of lifeboats as means of evacuation.

The players were asked to carry out the assessments with a basis in information available through the Norwegian Oil Industry Association's lifeboat projects, the hearing of NORSOK R-002 and the Norwegian Shipowners' Association's lifeboat project (NSA LSA).

Subsequently, the PSA discovered a significant difference in the players' work as regards assessing the consequences of the results and information that has emerged in the OLF, NR and NORSOK IR-002 projects.

Assessment
Based on the understanding formed through follow-up of the industry and the need for implementing relevant measures, the PSA decided in April to issue notifications of order to a total of 22 operating companies and shipping companies requiring them to provide confirmation that an overall assessment of means of evacuation and rescue has been carried out, and that an action plan has been established with the necessary compensating measures, so that the responsible party is in compliance with the mentioned regulatory requirements for evacuation before the coming winter season.

The PSA has now received a reply from every company. The companies have provided the necessary confirmation, so that there is no longer basis for an order.

The PSA will follow up the issue e.g. through verification meetings with a limited number of players.
