In recent years, the PSA has directed special attention at employer/employee cooperation and facilitation for employee involvement in the petroleum activities.
Our experience shows that the players in the Norwegian petroleum activities largely have the formal mechanisms with safety delegate services and working environment committees in place, while the practice of employee involvement otherwise is very variable.
The objective of employee involvement includes using the employees’ joint knowledge and experience to ensure that matters are sufficiently addressed before making decisions that affect health, safety and the environment, and to give the employees the possibility to influence their own work situation.
The provision involves giving the employees a real opportunity to influence the working environment and safety in the activity. By real opportunity, we mean that the employees are involved early enough in the decision process so that their input becomes a part of the decision basis.
Expertise and knowledge of relevant risk factors in the petroleum activities is a precondition for involvement, as is sufficient time to prepare, implement and follow-up the tasks in a good manner.
The objective of the audit activity was to verify whether employee involvement in Transocean is carried out according to the regulatory requirements.
During the audit, a desire to achieve well-functioning cooperation between the parties was expressed. The company has a functioning working environment committee (AMU) and safety delegate service and in addition, procedures and arenas have been established for interaction.
Transocean has several trade union representatives in full-time positions and one coordinating main safety delegate with at least a 50% ad hoc position.
No nonconformities were revealed, but improvement items were identified in relation to:
•Differentiating between direct involvement and representative involvement
• Internal routines for employee involvement
• Internal routines for flow of information
• Facilitation for safety work
• Expertise regarding relevant risk factors
• Employee involvement during rig upgrade projects /SPS
