Audit of electrical and safety-critical barriers at Hammerfest LNG

During 20-23 June 2011, the Petroleum Safety Authority Norway (PSA) carried out two audit activities relating to electrical systems and safety-critical barriers at Hammerfest LNG.

Background
The audit activity was carried out with a basis in the Regulations relating to health, safety and the environment in the petroleum activities and at certain onshore facilities (the Framework Regulations), the Regulations relating to management and the duty to provide information in the petroleum activities and at certain onshore facilities (the Management Regulations) and the Regulations relating to technical and operational matters at onshore facilities in the petroleum activities, etc. (the Technical and Operational Regulations).

The activity was based on the PSA’s main priorities, technical and operational barriers, as well as management and major accident risk.

Objective
The objective of the activities was to verify that Hammerfest LNG satisfies the regulatory requirements related to electrical and barrier management.

Results
The audit was carried out as planned with good facilitation from Statoil. The conversations held gave the impression of skilled and involved employees.

Four nonconformities in relation to the regulations were identified:

  • Ignition source control
  • Barrier management
  • Barrier performance requirements
  • Depressurisation valves

Furthermore, two improvement items were identified in connection with:

  • Firewater
  • Risk analyses
