Acknowledgement of Compliance granted to Transocean Offshore Ltd NUF for Transocean Spitsbergen

The Petroleum Safety Authority Norway (PSA) has granted an Acknowledgement of Compliance (AoC) for the Transocean Spitsbergen semi-submersible drilling facility.

On 26 October 2012, Transocean Offshore Ltd NUF received an Acknowledgement of Compliance (AoC) for the Transocean Spitsbergen drilling facility.

What is an AoC?
An Acknowledgement of Compliance (AoC) is a statement from the PSA indicating that a mobile facility is considered to comply with relevant requirements in the petroleum activities regulations. An AoC also includes the company’s safety management system.

The PSA bases the decision on information provided by the applicant in a special AoC application regarding the facility’s technical condition and the applicant’s organisation and management system.

After the AoC has been granted, the shipowner is responsible for ensuring that the organisation, management system and facility’s technical condition always comply with the regulations.

If a facility operates outside the Norwegian shelf, the owner can decide whether or not to maintain the AoC. If the owner chooses to maintain the AoC, then the owner is obliged to ensure compliance with the preconditions stipulated for the AoC at all times.

Facts about Transocean Spitsbergen
Transocean Spitsbergen (photo) is a semi-submersible drilling facility, type Aker H-6e. It was built in 2009 at Aker Stord, and is registered in the Bahamas. DnV is the classification society.

The facility previously received an AoC in July 2009 (then named Aker Spitsbergen). A new AoC must be applied for when changing rig ownership, since the AoC also comprises the company’s management system.

Transocean Spitsbergen and relevant parts of Transocean Offshore Ltd NUF’s organisation and management systems are considered to comply with relevant regulatory requirements for petroleum activity.

The validity of this Acknowledgement of Compliance assumes that Transocean Offshore Ltd NUF ensures that the facility and relevant parts of the company’s organisation and management systems are maintained, to fulfil terms and conditions set out in the PSA’s decision.

Audit in connection with the AoC application
In connection with the AoC application, the PSA carried out an audit within the area of working environment.
