On 21 December 2012, Rowan Drilling Norway AS received an Acknowledgement of Compliance (AoC) for the Rowan Norway semi-submersible drilling facility.
What is an AoC?
An Acknowledgement of Compliance (AoC) is a statement from the PSA indicating that a mobile facility is considered to be in compliance with relevant requirements in the petroleum activities regulations. An AoC also includes the company’s safety management system.
The PSA bases the decision on information provided by the applicant in a special AoC application regarding the facility’s technical condition and the applicant’s organisation and management system.
The information is verified by the PSA through selected audit activities. When the PSA grants an AoC, all safety-critical nonconformities must be corrected.
After the AoC has been granted, the shipowner is responsible for ensuring that the organisation, management system and facility’s technical condition always comply with the regulations.
If the facility operates outside the Norwegian shelf, the owner can choose whether or not to maintain the AoC. If the owner chooses to maintain the AoC, the owner is required to follow up that the preconditions for the AoC are satisfied at all times.
Rowan Norway and relevant parts of Rowan Drilling Norway AS’organisation and management systems are considered to be in compliance with relevant regulatory requirements for petroleum activities.
The validity of this Acknowledgement of Compliance assumes that Rowan Drilling Norway AS ensures that the facility and relevant parts of the company’s organisation and management systems are maintained, to fulfil terms and conditions set out in the PSA’s decision.
